Charles Webb is Vice President, Chief Ethics & Compliance Officer at Asda. Prior to that, he was Director, International Antitrust Compliance at Walmart,responsible for the development and implementation of world-class antitrust and competition law compliance programs for Walmart’s international business, encompassing 25 countries in the Americas, Europe, Africa and Asia. Prior to joining Walmart, Charles was partner at Baker Botts where he counseled clients in the areas of mergers, international transactions, monopolization and abuse of dominance law, consumer protection, telecommunications regulation and postal regulation. His practice has a very international dimension, as Mr. Webb is the former Legal Advisor (2005-2007) and Executive Director (2007-2010) of the Jersey Competition Regulatory Authority (JCRA), the independent competition law enforcement authority and telecommunications and postal regulator for the Island of Jersey in the Channel Islands. While in Jersey, significant achievements under Mr. Webb’s leadership include the implementation of mobile number portability in the Channel Islands, the opening of postal markets to competition, issuing the first four fines under Jersey’s Competition Law and issuing the agency’s first abuse of dominance decision. In addition, Mr. Webb developed the JCRA’s links with other competition agencies, including the European Commission, the Office of Fair Trading and Competition Commission in the U.K. and the French Autorité de la concurrence. Upon his return to private practice, clients have benefitted from Mr. Webb’s direct, "on the ground" experience of practicing under both U.S. antitrust law and E.U. competition law. He has represented numerous clients on matters before the U.S. Federal Trade Commission, the U.S. Department of Justice Antitrust Division and non-U.S. competition and regulatory agencies on a wide variety of matters. He has also advised clients on the competition/antitrust risk arising from various business practices, and developed strategies to reduce and minimize risk. His experience covers industries such as agriculture, airlines, ferries, financial services, mining, telecommunications and postal services. Mr. Webb is a frequent author and speaker on antitrust/competition law issues. He also has taken an active role in the International Competition Network (ICN), first through the JCRA and more recently as a Non-Governmental Advisor. Within the ICN, Mr. Webb has helped develop internationally recognized best practice principals with respect to unilateral conduct and the assessment of dominance.
